National Historic Ships UK is seeking a consultant (individual or consultancy) to develop a full Activity Plan for the Leading Lights Project, a five-year, UK-wide capacity-building scheme supported by initial funding of £155,600 (Heritage Fund £140,040 and Pilgrim Trust £15,560). The appointed consultant will produce an Activity Plan to Heritage Fund guidelines and supporting documentation for a Delivery Phase application (deadline for that application 11 November 2027), delivering outputs including an executive summary, consultation and audience analysis, risk assessment, project management structure, job descriptions and a recruitment strategy for Delivery Phase roles, a working timetable, a full activity programme with briefs, a detailed action plan, and a detailed budget and cash flow. The fee is up to £25,000 excluding VAT (including expenses); submissions must show how the plan will be delivered within this budget, who will work on the project, day rates and predicted time, and include a CV plus a written proposal (maximum 6 pages) with methodology, timeline, stakeholder consultation approach, a simple Gantt chart, fee breakdown and two referees. Submissions and queries should be sent via the Delta e-procurement platform or emailed to Eva Griffin at [email protected] by 23 November 2026; interviews are expected in the weeks of 7 or 14 December 2026 (in Greenwich or via Zoom) and the contract start date is January 2027, with the Plan to be developed by the end of June 2027.
