Tender: Design & Integration Partner for 'Only Rainwater into Windermere' (ORiW) Programme – Windermere Water Quality Infrastructure

United Utilities Water Limited is seeking a Design and Integration Partner to lead feasibility, outline design, whole-system integration and approvals for the Only Rainwater into Windermere (ORiW) programme, which aims to remove discharges, improve water quality and restore Windermere toward its natural condition. The partner will deliver outline design, constructability work, Environmental Impact Assessments and surveys, stakeholder and customer engagement, land agency, referencing and surveying, site investigation, early contractor involvement, and preparation and submission of planning applications and a Development Consent Order (DCO) including supporting information to meet TCPA and land acquisition requirements. The role also includes upgrading wastewater treatment and discharge points, designing tunnels, sewers, rising mains, pumping stations and associated infrastructure, implementing first-time sewerage and first-time treatment where needed, and managing surface water and highways runoff using nature-based solutions where possible. The partner must support regulatory reporting requirements such as Ofwat PR29 and inputs to WINEP and DWMP, coordinate multi-workstream interfaces, maintain design consistency and may provide ongoing system integration or detailed design support into the delivery phase. Anticipated contract values include circa £60–100m for the pre-delivery Design & Integration Partner role (>4 years) and further potential delivery-phase roles up to circa £100m or £500m (up to a further 9 years at UU’s discretion), with a total estimated range of approximately £60m to £600m.
