The London Borough of Hounslow is seeking a Heat Network Development Partner to fund and deliver a borough-wide low‑carbon district heating network, partnering via a Joint Venture with Golden Share. The programme will be delivered in phases, starting with an anchor reference scheme that uses heat recovery from Thames Water’s Mogden Waste Water Treatment Works to supply public, commercial and residential customers; the full build‑out is expected to deliver 484 GWh annually through a 69 km network, with the first phase targeting 45 GWh via a 9.57 km network serving anchor loads including West Middlesex University Hospital and Council assets. The Council has secured £10.55m of Green Heat Network Fund support, the scheme is identified by the GLA as strategically valuable and Hounslow forms part of the National Zoning pipeline with DESNZ funding for a Zone Coordination Body. The Council will run a two‑stage preliminary market engagement: Stage 1 includes an online webinar on Wednesday 18 November 2026 at 12:00 and a registration deadline of 23:59 on Monday 16 November 2026, with questions accepted until 13:00 on 4 December 2026; Stage 2 is expected in Feb/Mar 2027 with in‑person presentations and site visits to Mogden Sewage Treatment Works and West Middlesex University Hospital. The Council expects to publish a tender notice in Spring 2027 and currently anticipates using the competitive flexible procedure under the Procurement Act 2023; the Council is supported by Womble Bond Dickinson (UK) LLP, AECOM and Amberside Advisors.
