The Council is seeking a supplier to operate four leisure centres—Pavilions in the Park (Horsham Town), The Bridge Leisure Centre, Billingshurst Leisure Centre and Steyning Leisure Centre—and to design and deliver a new Active Wellbeing Service comprising both facility-based and neighbourhood-based programmes to increase participation in physical activity and improve health and wellbeing. Pavilions in the Park is a flagship wet-and dry-side facility with a 70-station fitness gym, activity and multipurpose studios, spin and gymnastics areas, soft play, café, an 8-lane 25m competition pool with movable floor and spectator seating, a leisure pool with flume, outdoor lido, teaching pool and health suite; The Bridge is a modern dry-side centre with a 70-station gym, 6-court sports hall, multipurpose and spin studios, clip n climb, outdoor multi-use games areas and athletics/indoor training tracks; Billingshurst (on the Weald Community School site) includes a 4-lane 25m pool and 38-station gym with dual-use arrangements; Steyning (in partnership with Steyning Grammar School) includes a 4-lane 25m pool with movable floor, 4-court sports hall, 32-station gym, two squash courts and an exercise studio and is subject to future redevelopment proposals for replacement dry-side facilities during the contract term. The Active Wellbeing Service must support the Council’s Active Wellbeing Strategy and deliver outcomes including increased participation by less active residents, reduced physical inactivity across the district, targeted interventions to reduce health inequalities, stronger partnership working, increased volunteering and concessionary membership uptake, improved community access to activity, more external investment and a coordinated Active Wellbeing Delivery Plan. The Contract commences 1 December 2027 for an initial 10-year period with options to extend for two further 5-year periods (total possible duration up to 20 years).
