About

Greater Manchester Combined Authority and the ten Greater Manchester local authorities are seeking a supplier for a Strategic Environmental Assessment (SEA) to support the forthcoming Greater Manchester Joint Minerals and Waste Plan (GMJMWP). The GMJMWP will replace the existing Minerals Plan (2013) and Waste Plan (2012) and will be prepared in partnership with the local authorities and a specialist third‑party, following the Town and Country Planning (Local Planning) (England) Regulations 2026 under the new plan‑making system. The SEA is required to identify any environmental effects from implementing the plan and to assess any reasonable alternatives. The timetable for the GMJMWP is to be agreed, but under transitional arrangements in the 2026 Regulations the ten authorities must give notice of commencement of plan making before 31 December 2026 and pass through Gateway 1 by 30 April 2027.
