About

St Helens Council is seeking a suitably qualified contractor to deliver a Condition Survey Programme across various council sites. This opportunity is run as an open restricted tender limited to businesses based in Merseyside (as defined in article 3(4) of The Local Government (Exclusion of Non-commercial Considerations) (England) Order 2026); interested suppliers must register their interest and download the full specification and tender documents from the “my opportunities” section of The Chest website (no documents will be sent by the Council). All questions must be posted via the Chest messaging facility, and all submissions must be uploaded through The Chest by the closing date and time stated in the Instruction for Tendering; partly uploaded or late submissions will be rejected except where exceptional circumstances are accepted at the sole discretion of the Director of STAR Procurement. By submitting a quotation suppliers agree to contract on the terms and conditions on The Chest and the Council will not accept amendments or alternative terms.
