Ofcom is seeking a supplier for a Social Return on Investment (SROI) analysis to quantify the social and economic value of investing in media literacy across the UK. The work must deliver a robust, evidence-based economic model that calculates total economic impact and monetary values for outcomes, account for inputs, outcomes and long-term impact, tell a clear story of change using data alongside case studies and qualitative analysis, and provide a plain English executive summary for Local Authority stakeholders, policy professionals and the wider media literacy sector; the assessment should consider interventions across contexts including work and earnings, fraud and cyber harm, health, public services, wellbeing and consumer choice, and the contractor will be required to deliver up to two presentations of findings to Ofcom colleagues.
